Understanding What Home Care Packages Don’t Cover

Home Care Packages (HCPs) provide government-subsidised support to help older Australians live independently at home. However, while the program is flexible, there are clear rules about what HCP funds cannot be used for. Understanding these limits helps you plan your budget effectively and stay compliant with government guidelines.

1. Everyday Living Expenses

HCP funds cannot be used for general household or lifestyle costs that everyone pays, regardless of their health or age. These are considered personal living expenses, not care-related costs.

  • Rent or mortgage payments.
  • Utility bills such as electricity, gas, or water.
  • Groceries and daily food expenses.
  • Entertainment or holiday costs.

Tip: While meals cannot be paid for, the preparation and delivery of meals may be funded if it supports your care needs.

2. Major Home Renovations or Capital Works

Home Care Packages can fund minor modifications that improve safety — such as ramps, grab rails, or handrails — but not large-scale renovations or aesthetic upgrades.

  • Not covered: kitchen or bathroom renovations for style or convenience.
